Draft Plan Content for Review

Why is the Presque Isle Gateway District important?

The Gateway District is one of five focus areas from Embrace Millcreek, the Township's Comprehensive Plan, to “Create a Distinctive and High-Quality Gateway District to Presque Isle.”

The Presque Isle Gateway District Plan looks to:

  • identify and unite local and regional assets, including Presque Isle State Park, Scott Park, Waldameer Amusument Park, Colony Plaza, West Erie Plaza, and a variety of other local businesses.
  • create a cohesive multi-functional district that leverages these assets and builds a character and quality of place that drives economic development to serve residents and visitors.


What are we trying to achieve?

The overarching goal is to create a District that welcomes the residents of Millcreek Township and the Erie region as well as the high volume of visitors that go to Presque Isle State Park annually. 

We aim to:

  • Develop W 8th Street as Millcreek’s 'Main Street' Corridor
    • A mix of businesses and housing options along a vibrant pedestrian friendly street
  • Implement an identifiable theme that celebrates the District’s proximity to Presque Isle State Park but functions independently of it 
    • A visual cue to residents and visitors that while the State Park is a major destination, it is also a part of a network of recreation and retail sites in Millcreek that contribute to the District as a whole  
  • Improve walkability and bikeability throughout the District
    • A safe and inviting community for all users - pedestrians, bicyclists, and motorists  
  • Allow for both vertical and horizontal mixed-use in buildings and sites
    • A mix of uses in buildings that engage the street is a key ingredient in creating a lively street

Conceptual Framework

Following discussions and input from key stakeholders and reviewing relevant data and previous plans and initiatives, the project team developed a district conceptual framework. At a high level, the framework plan sets the general direction for the Presque Isle Gateway District.

It is a graphic representation and distillation of the quantitative and qualitative data collected and analyzed early in the planning process. It is predicated on addressing key issues, capitalizing on opportunities, and leveraging local and regional assets.

  • Inventory and analysis of existing  conditions, as well as review municipal policies, regulations, historical documents, and other materials relevant to the area.
  • Stakeholder interviews

  • Activities and exercises to solicit input and ideas regarding a district theme and vision.
  • Community engagement (Round 1) in the Summer of 2021.

PHASE 3: HOW DO WE GET THERE?

  • Based on the inventory and analysis, meetings with stakeholders, and the district theme, recommended actions, concepts and strategies will be developed. 
  • This phase will also include community engagement (Round 2) where community members can provide feedback on draft plan content.

Widespread and meaningful public participation provides the opportunity for residents, property owners, business owners, and community leaders to become engaged in the planning process.
